1. Create mission/purpose statement: Notes to describe issue – individual member access to services through VOI – How this relates to peer engagement specialist? Incorporate recommendations. Question of role about Children’s Behavioral Health Advisory Council. Ask for representative to this meeting.
2. Place: Riverview Hospital Time: 9:30 – 11:00 a.m. Wednesdays but not second Wednesday. Next meeting: November 30th

3. Send out request using Kidcare training list. Use consumer education training series to recruit members.
4. IICAPS Rate Setting Process. Conversion will take place January 1, 2006. See attached handout. Grant dollars will be available to support costs that cannot be reimbursed by the fee-for-service rate. Goal is to do no harm in first phase of implementation. DCF dollars also available for uninsured and underinsured.
Psychiatry – 3.5 hours administrative time
Psychiatry – 1.5 hours direct service; need to include these in rate
Recommendation: Include direct service hours in rate
Question about child use of inpatient and incarceration. This relates to the 90% capacity.
Need clarification of what is billable hour.
Question of certification – will it be by provider or by team?
Does Yale have sufficient staff to provide increased training?
Outcomes – joint DCF/ASO responsibility.
Compliance question: Does the waiver incorporate these services to protect providers from federal audit?
Negotiations for slots need to start as soon as possible.
