Outpatient Registration
• Begin 9/1/06 for dates of services going forward. 26 outpatient visits approval will begin with the registration 9/1/06. Providers can begin registering current clients in August, but should not put in registration number until 9/1.
• Registration will include the levels of outpatient care including crisis stabilization, family support teams and ambulatory detox. BHP may add other levels of care after 6 months.
• The registration process will be piloted; CTBHP accepting volunteers. Form completion takes about 4-5 minutes for 26 session approval.
• Provider training will be held July-august. Web technology available 8/06, mandatory 9/1/06. Interim winfax will be available.
Discussion:
ü Each clinic will decide how to complete registration forms, most probably manual. Some clinics are in the process of data system changes; is there a way to interface this with the registration to allow batch loading of current clients & new? The Village data system staff will discuss further with CTBHP.
ü Case management (CM) will be indicated by CM code. Medicaid reimbursement is for about 2 hours/year; require prior authorization for CM beyond 2 hours/year for complex needs members. The Provider Advisory SC is looking at the CM criteria with a focus on not burdening providers and VOI.
ü Suggested that a FAQ set of definitions include targeted CM, CM, fit with the VOI/CTBHP intensive care management processes.

Consumer Satisfaction Survey
The goal of the survey is to assess how well the service system is meeting member needs. The survey that had been piloted with family groups was reviewed with subcommittee recommended changes. There is some satisfaction rating of VOI/CTBHP, although Mercer will being doing a separate member satisfaction survey of the ASO. Among the suggestions made:
• The ASO questions could be omitted on this survey.
• Define sample by length of treatment in CTBHP since January 2006 (i.e. just started with a few session, versus involvement for several months) and level of care services used.
The revised survey tool will be presented at the July meeting along with the clinical studies.
