Meeting Summary: April 28, 2006

CTBHP Updates
• The completed Outpatient registration screen form has been sent to production. Since it will take time to load into the system, outpatient registration could be implemented in July, but more likely in August 2006. Providers emphasized the importance for time to register current patients before the actual start date of registering new patients.
• The Intensive Care Management criteria have been completed since the previous SC discussions/recommendations. The ICM flow charts will be reviewed at another meeting.
VOI was asked to send electronic copies of both to staff for dissemination to BHP OC.
HSRI Progress Report & Non-traditional Service Indicator Measurement
Dr. Mulkern reviewed information on measuring the 1) service density of non-traditional services and 2) provider network density. The former can be tracked by claims payment/unit services. The literature does not identify best way to operationalize provider density. The Subcommittee discussed this and there was consensus to:
1) First, CTBHP define non-traditional services (see pg 3 attachment 1), then
2) Implement Dr. Schaefer's suggestions made in March 31, 2006 SC meeting (attachment 1)

Traditional licensed agency with cultural specialty - Asian Family Services
2) Number of providers a) licensed or b) certified to offer non-traditional "rehabilitative" services - EMPS, home-based, etc.
3) Number of clinic subcontracts to local non-licensed agencies, whether faith based, cultural, etc. offering services that are a) reimbursable under CT BHP or b) not reimbursable under CT BHP but accessible to CT BHP members
3) For the 4th measure: Number of clinics offering linkage to indigenous agencies in SED service plans:
ü Gather information about such services from provider and parent/consumer satisfaction surveys, targeting SED children.
ü Review results of the VOI/CTBHP system manager local area develop assessment & plans.
VOI/CTBHP Provider Satisfaction Survey
The subcommittee reviewed the survey and recommended the following:
• Add a brief description of the CT BHP partners in the introduction & indicate provider voluntary participation.
• Pg 3, change “certification” to “Authorization” of care throughout that section
• Note: Outpatient care authorization will not be relevant in July 2006 but will be in the future.
• Pg 4 intermediate care service satisfaction will be added.
• Pg 5, omit #13, redundant.
• Pg 5, change title to Peer Review Physician Advisors (so as not to confuse people with peer specialists (pg 6).
• Pg 6-7 claims satisfaction:
clarify “who” they are rating as EDS actually pays the claims and will be
doing their own survey. Add sentence to clarify, emphasize claims 'partnership' VOI/EDS.
• Pg 7 clarify CTBHP program fees compared to other programs (i.e. FFS?)
• Pg 8 #40 A – add other information that can be found on the CTBHP.com web site.
• Pg
12: add APRN's to #59, detox services to # 60.
• #60,
replace 'patients' with “individuals “.
• VOI will add questions about ICM services satisfaction.
VOI/CTBHP will revise the provider survey based on the SC discussion and send to the SC: members will be asked to review the revised survey, send comments back to VOI/CTBHP. The final product will be completed before the next SC meeting.
Other: VOI/CTBHP noted:
• Provider handbook has been reviewed by DCF and DSS is finalizing their review. The handbook will then be sent out to providers, placed on the web site.
• Provider forums will be held with topics on program
administrative topics as well as clinic training. VOI was asked to consider
providing CEU's for clinic programs. It is important to notify family/BHP members/advocates to the forums for integration. VOI will do this.
Next Meeting:
There will be scheduling conflicts as we move into the summer: next meeting scheduled for June 2, from 9:30 – 11:30 AM, ? at Rushford. (Friday May 26th was also possible for some.)
