REAPPORTIONMENT COMMITTEE

MEETING MINUTES

 

THURSDAY, APRIL 26, 2001

 

2:30 P.M. in Hearing Room 1C

 

The meeting was called to order at 2:40 p.m. by Senator Louis C. DeLuca.

 

The following committee members were present:

 

Senators: Kevin B. Sullivan 5; Louis C. DeLuca 32; Joseph J. Crisco, Jr.

17; David J. Cappiello 24

 

Representatives: Moira K. Lyons 146; Robert M. Ward 86; Melody A. Currey 10;

Arthur J. O’Neill 69

 

I. Approval of the March 21, 2001 Committee Meeting Minutes.

 

Motion was made by Representative Currey and seconded by Representative Ward to approve the March 21, 2001 minutes. Approved by a unanimous voice vote.

 

II. Public Hearing Schedule

 

A motion was made by Speaker Lyons to hold five public hearings throughout the state. She stated that ten years ago there were six public hearings held, and if we needed more this time we could add them later. The five sites for the public hearings would be Bridgeport, New Haven, Waterbury, Norwich and Hartford. Representative Ward seconded the motion and it was approved by a unanimous voice vote. The dates of the public hearing were set based on all the members’ availability according to their calendars. The dates are: June 28, July 10, July 11, July 12 and July 17, 2001. Representative Ward suggested that most if not all the hearings be in the evening so the public would have access to them. Speaker Lyons agreed that evening meetings would be more accessible to the public.

 

Senator DeLuca mentioned that we should start assigning various dates to towns. Senator Sullivan suggested that the staff do this based on the availability of appropriate accommodations in the various locations. Senator Sullivan spoke about the method of advertising the hearings to ensure that the public is well informed. Dan Duffy will see to it that letters are sent to all representatives and senators and any interest group that requests notification, and will place notice in the legislative bulletin. Senator Sullivan suggested that press releases be issued in advance of each hearing.

III. Other Business

 

Dan Duffy will be handling all information released to the public. To contact him the number is (860) 240-0066. Senator Sullivan also suggested that notice of meetings be in a standard format naming Dan Duffy as the contact. Representative Ward would like CTN contacted to broadcast all public hearings. Senator Cappiello suggested that the information should be available on a Reapportionment Committee website. Speaker Lyons requested staff to develop the website with ITS assistance. She also stated that FOI compliance is very important. Senator Sullivan requested that staff share with the committee notice procedures that will ensure FOI compliance.

 

Senator DeLuca adjourned the meeting at 2:50 p.m.
